Why only the Blueprints show a fixed price. A number quoted against two paragraphs is a guess, and a guess published as a price becomes something you are held to before either of us understood the work. A Blueprint exists to replace the guess with something written down — after which the build price is fixed, in writing, with a date it expires.
The two Blueprints are different documents, not the same one at two prices. The Idea Blueprint answers what to build first. The Business Blueprint produces a full specification and a quote you can approve spend against. Take whichever describes where you actually are.
